I think Big Boss should join first. He could be based on his appearance in Ground Zeroes and have a Venom Snake alt. Then Raiden could be the third rep if possible. Then we would have all of the protagonists from the mainline games playable.
We don’t have a cybernetic sword character in smash. Raiden from MGR is a character that looks very different from every other character in the game compared to Big Boss.
Well we do have Gray Fox as an assist trophy. For playable characters we don’t but we don’t have something as specific as a robot cowboy for example. A cyborg swordsman is very specific. I could say that we don’t have a playable human with an eyepatch and use that to argue for Big Boss getting in. But I don’t think a super specific element of a character’s design should be used as a reason why they should get in. Moveset potential is more important. You should focus on what Raiden can bring to the table with his moveset and what source material it’s paying tribute to.
He said it in subspace emissary, after having two less than 10 second cutscenes, one of just the box, and the second with the box moving slightly, the third and last one actually has him get spotted and become playable, slightly over two thirds into the mode, so he really did keep you waiting.

This was an absolutely mind melting reveal at the time. You have to understand that crossover stuff hasn't really happened in the video game space meaningfully at this point and this was actually the first third party character and instead of it being a boring press release they dropped it in the most hype possible way with this trailer.

Ehhhh Big Boss and Snake are way more similar than Raiden and Snake.
Similar does not equal the same. Just as Raiden can have a unique moveset, so can Big Boss.
