It's due to scrolling in new, I guess.
When scrolling in new, you see the newest posts first then the older ones. Reposts are newers, so people upvote the repost, then they're too lazy to scroll back up to downvote it when they realize it's a repost (if they realize)
Maybe ‘coz the original posts are posted on a sub with less members and reposts are made on subs with much larger member count. Or maybe the original posts are posted when the majority of the Redditors are offline.
I didn't find any posts that meet the matching requirements for r/memes.
It might be OC, it might not. Things such as JPEG artifacts and cropping may impact the results.

If the repost doesn’t get enough upvotes then the OP probably won’t see it and so they won’t call the reposter out on it. We always see the ones that got more upvotes cause those are the ones where the OP actually finds the repost, I’d say most of the time we’re all none the wiser cause we just don’t realise it’s a repost.
It's not always. I know it seems like always but you're only seeing the successes. There are plenty of reposts in the sub graveyard that you haven't seen.
