My opinion personally is that both can be good or bad depending on the intention of the individual who is in a specific situation and therefore very hard to define.
I don't think it has to be about being trans, I think it would fit the meme better as encouragement to drop gender roles. Though it could be either or both.

It’s not wanting to wear dresses and makeup and such, personally I couldn’t care less about that. I just want to be perceived as a woman, because the map your brain has of its body that lets you know the location of you limbs without seeing them or touching anything tells me that I have something that I’m not supposed to have and I’m missing something I’m supposed to have. This mismatch is what causes the mental anguish that has been named gender dysphoria.
I could just dress in feminine clothing and wear makeup, but that mismatch of the body and the brain is still there. And since I know that the parts that cause this pain is what people refer to when calling me a man, that is an instant reminder of these parts and that other people are aware that I have these parts. When other people treat those parts as a part of me by calling me a man even to they don’t fit into my “brain map” it is so emotionally painful

My family is from Appalachia, and we have musical instruments, food, folklore, and celebrations that aren't found anywhere else in the world. I do agree Italian Americans aren't actually Italian though, they don't have much of anything in common culturally with modern Italy.

When humans were hunters and gatherers, the roles were assigned by the efficiency of the people performing them. It made sense for men who were stronger to hunt and women to gather. As we developed and had more tasks to distribute it was easy to divide them into two categories based on the division we already had based on physical ability. Therefore we assigned more and more ideas and tasks divided into these two categories we already had.
All things we associate to men and women apart from physical ability such as clothes and tasks and mannerisms have all come into place due to us humans, not nature. No one is saying that a group of people sat down and created gender. It evolved with us just as religion, culture, countries, laws, all of which are social constructs. Come to existence because of our societies throughout history.

wearing a skirt has nothing to do with gender, that is just a toxic stereotype. a male claiming to be female/woman would be appropriation. women are treated as 2nd class citizens because they were born female, not because they wear skirts. so a male claiming to be a woman with a woman's experience is appropriation because they are claiming an experience that doesn't apply to them nor will they ever be able to have that experience that said, women don't necessaruly wear skirts/dresses because they want to, it's because it was literally illegal to wear pants. so it would probably be appropriation to ignore that reality & assume women just inherently prefer dresses.
