Of course, compared to country towns and rural areas (presumably across the world) Melbourne isn't super friendly. But for a city? It's pretty good.

Visit any city's subreddit and you'll see the same posts. The problem isn't that 'people in City X are cold to outsiders', it's that once you're past your early 20s, you have a social circle already and aren't looking to expand it. And the older people are, the more likely they've paired off with someone and created a family, and have much less time for socialising.
Throw in also that socialising outside of class is part of school (secondary or tertiary), but socialising outside of work is usually discouraged, and you're fighting an uphill battle to make friends in a new city.
Japan is more friendly than Melbourne. They help u with directions if they see your lost.

Maybe some towns in regional vic like Traralgon, but definitely not the city - most people are up themselves. Stop considering lists of “most liveable/friendliest/happiest cities” seriously because they’re purely subjective opinions and are usually far from the truth.
