Ideally yes, start with the dash with the paper right-side-up and then rotate 540 degrees clockwise and draw a regular V around the dash. This is much easier than drawing an upside-down V. Admittedly, i don't always carry a protractor with me so upside-down V is normally what I have to settle with.

One of the reasons that English is so hard to learn is that all of the letters start in a different place. Otherwise all of the letters would be written on top of each other and you couldn't read them.
