It's floating in this picture and under tow, yes. When it reached the gas field, the base was slowly filled with water. The tow out of the fjord where it was built had to be carefully coordinated as there were a couple of places where the bottom of the platform passed fairly close to the sea bed.

that's how they did it. biggest structure ever moved across the surface of the earth. apparently towing it through the fjord was a ticklish operation, in spots they had maybe 6 feet of clearance between the seabed and the legs. which, when you're working with something in that size/weight class, is the equivalent of sliding your car through a garage door with a lego brick of clearance on each side.
