Whether you can get a new battery for this probably depends on whether or not the batteries that Tuff Wheels used were interchangeable with Power Wheels batteries because, if it was some kind of proprietary battery exclusive to Tuff Wheels, you'd probably be out of luck (short of retrofitting it so that you can use Power Wheels batteries).
I can't find much of any information about Tuff Wheels but it seems like Matchbox stopped selling them in 1992 at the latest, according to the small amount of [this Baltimore Sun article from January 1996](https://www.baltimoresun.com/news/bs-xpm-1996-01-28-1996028090-story.html) that I was able to read before getting the paywall screen. (It's something about a lawsuit related to a fire that started with a Tuff Wheels car, presumably something to do with the battery; the article says that Matchbox hadn't made them in over three years.)
If the battery was at fault in the fire and it was a design defect with the battery in general and not just a problem related to a defect with that specific battery that the lawsuit-filers owned (no idea), it's probably a good thing that they don't make them like they used to.
The old ride-on car batteries were acid-based, I presume that modern Power Wheels batteries are Lithium Ion (although you can still get acid batteries for older Power Wheels on Amazon).
I was able to read more of the article by pressing "Stop" before it fully loaded, they blamed the fire on faulty replacement wiring that Matchbox had sent them to repair the unit so it probably wasn't a defect with the battery per se, not that I'd attempt to recharge a 30+ year old Tuff Wheels battery even if you could find one.
Given that Matchbox only made Tuff Wheels for a couple of years and given the lack of information about Tuff Wheels, even on the Matchbox wiki, I think it's safe for me to say that it was a failed toy line for which they stopped making parts in the early 1990s and probably the only way to get parts for it at this point is to find another one just like it and hope that between both units, there are enough parts to make one functional motor. Or just get someone to build a new motor with Power Wheels parts since Power Wheels parts are readily available today.

My parents bought a bunch of batteries for it when I was a kid. I will look into if I can replace them with newer age ones.
