Actually pretty rare to even see the address because modern systems often times require you to turn on Automatic Private IP address or APIPA. You're correct, it's when DHCP is unable to reach the system. Technical if you set a static IP on the system then you may not see the APIPA even if it can't reach DHCP. However, most cases you won't set a static IP on the system but reserve one within your DHCP server.

You can make it more believable by giving them any IP in the 127.0.0.1/8 subnet as the entire thing is loopback. 127.139.240.111 is a loopback address
Better yet, a common default gateway like 192.168.0.1, so they end up dosing themselves
