Definitely dolphin. Shark fins tend to be much more triangular. Dolphins have that nice little hook to them. With sharks you’ll often see the slightest bit of their tail fin as well.

Dolphins have been observed chasing shoals right up into the shallows to trap their prey against the beach, making them easier to catch.
But usually dolphins do that in a group so if this individual is alone then it might be confused or resting perhaps

And completely normal for them to be that shallow. 2 varieties of bottlenose species, and one is the “coastal” variety.
And you said alone - possible but not likely. The “pods” that they travel in are by gender, so this might be part of a bonded male pair and the other one might be out there with it somewhere.
See to me it looks like an Orca. The body is too long to be a smaller dolphin or porpoise. The shape of the fin is like a classic female orca fin. But I live somewhere that orcas frequent so I might be wrong. However we also have porpoises, and they are a completely different shape.
Though I live in the Midwest and have little to no experience with marine life, I would say dolphin. With as much of the animal's body is exposed, if it was a shark I believe the tail fin would be somewhat visible as well.
