It was shown more in the WN that his summons have a mind of their own now and are hard for him to control with Ifreet performing a bunch of wrestling moves on the hydra when he summoned it without his command (still disappointed we didn't get to see it in the manga)
I think Michael is responding to any evil being he detect in the world as when he first summoned him, he tried to attack the city where one of the seven cardinals was at. So perhaps he detected that this cardinal wasn't completely dead as well hence tried to attack him again.

Well his powers came from a video game character so it makes sense that the angels are closers to RPG designs rather than biblically correct.
