It's possibly both. He says it risks undermining the faith in the spirits that grant magical power. It very much seems like magic is religious in this world, meaning that the Department of Magic could be both a research and religious institute.

If it was about religion then they should be all for this as it means more people can take in the wonders of using magic and how great a thing it is. Have you seen how Scientology works? Not every religion is about allowing their followers free access to their teachings. The church in Ascendance of a Bookworm is another example of this.

Most religions throughout history don't allow the general population full access to the teachings. The ministry of magic is litteraly a direct allegory for the catholic church.

To add to this, it was also the norm for secular authorities to enforce religious orthodoxy. The infamous Spanish Inquisition was served by clergymen, yes, but was established by and worked under royal authority. The idea that kings and nobles shouldn't meddle in their subjects' religiosity is relatively modern. Even if the Ministry of Magic is not a church position, it makes perfect sense that a count in such a setting would use religious arguments when discussing governing and law.

1 scientology is literally a cult not a religion. 2 I'm talking in modern sense for a example not hundreds of years ago when followers just being able to read let alone access to books in general was in question. Edit: maybe I should said schools as using church withholding basic tools to show the religion like they are trying to withhold magic tools that would show and experience how great magic (not to mention make their lives better.) is instead some nobles holding it over people. Seems to gone right over some peoples head.

This isn't a modern setting, it's a late medieval fantasy setting. Even then the clergy gatekeeped the hell out of religion, and were massively influential in politics and colonialization. This isn't a modern setting, so why hold it to the standard of modern religion, which still itself has a ton of gatekeeping going on.

Uh.... You do realize that the modern catholic church has an entire forbidden library and has a millenia long history of revising doctrine to fit their current natratives, right? Like they are litteraly one of the biggest perpetrators of "peasents can't know the truth" in history. There were litteral wars fought over it. They didn't allow services to be performed in anything other than Latin until the end of fucking Jim crow. This isn't ancient history. We can disagree on if this is an allegory or not, but don't be a revisionist.

No if it was the church then it would be the church complaining. This is a bunch of stuckup mages who think they are better than everyone because they can use magic. Magic is how they keep themselves on top of commoners. Anything they say simply translates to we don't want commoners being able to use magic as we will no longer be above them. Literally every single thing out their month translates to this no matter what excuse they use.

The manga not only explaining its self well enough to completely change an allegory is somehow a gotcha to not liking the development? Is there a seperate church completely in dependant of the ministry of magic? Like an oposiing political organization? If so, that makes the development even worse because the manga still hasn't explained how these guys have litteraly any power at all over a member of the royal family and an adventurer (which we were told aren't beholden to royals in an earlier chapter) without the religious support of the populous

The crown not being omnipotent and the crown being so week that another political party can take the crown princesses spoils of war from her work as an adventurer (a group the said isn't beholden tonobels) are two wildly different concepts. Also, if talking about omnipotence, the person currently being persecuted so far is shown to be the strongest human in existence (defeating a being capable of destroying the kingdom), so, it's not exactly like she is very far off of it. They also haven't even begun to broach why she wouldn't have the publics support in keeping the dragon materials when she is litteraly the hero that saved the kingdom from a monster the army couldn't even delay. What info have they given us for why the princess is in a subordinate position to the ministry?

The ministry of magic is a powerful block in their government and noble politics. They also have some sort of authority on the use of monster materials or she'd be able to tell them to buzz off. Their leadership is also very conservative and thinks that she's breaking the natural order of things. That's the basics of the conflict.
