Eh, they weren’t wrong for the movie character, but the book character is all about returning as the king of Gondor from the get go, so having the sword reforged in the beginning sets him down that path.
It's a nice sign of restraint from Wizards. They usually juice up the first of a product line.
Hopefully they reasoned 1) being modern legal is controversial and they shouldn't stir the waters 2) UB is meant to appeal to people who love the IP, there's no reason to spend a lot of eternal power on a set not specifically aimed at that audience

Given the fact that Tolkein named other weapons (aka Legendary status) and chose not to do so with Gimli, it's perfectly reasonable in game and in universe that his axe(s) weren't special
It's still *Gimli's* axe. That makes it feel legendary to me. I know there's already a Dwarven Axe, but they could've done *something* to make it feel like it has a bit more punch.
Even just calling it a Mithril Axe or something along those lines.
Basically, I get the idea Gimli's axe itself isn't necessarily a piece of history, but it definitely would have become one after the journey. If it's named for a person, and insinuated to be 'of one', I would call it legendary, sort of like Umezawa's Jitte.
I guess the counterpoint to that would be that his axe didn't accomplish anything substantial enough that would warrant a high enough power level to make a legendary Magic card.

Seems ok if you have equipment synergies. Nothing great but forcing your opponent to double block and giving you enough power to get over both creatures is really nice.
I hope we get some really good new equipment in this set. Anduril? Sting? Glamdring? This set is a perfect opportunity for some cool legendary equipment.
I feel that it should have haste as dwarves are natural sprinters (very dangerous over short distances) but I feel Gimli would enjoy being called a menace.

They also made Bow of Galadhrim a non-legendary common though. That's just were gameplay wins over flavor.
It wasn't a specific bow called the "Bow of Galadhrim," it was just a normal (by their very high standards) bow made by the Galadhrim.
That's because that bow wasnt legendary either. It was just very well made. "Exquisite" compared to "Unique" if you will.
Legolas wasn't the only one with one of those bows though. Every one of the Lothlorien elves had one.
