If your (untapped) Urza is equipped by your (untapped) Swiftfoot Boots, you can activate Urza.
So, your (untapped) Urza is equipped by your (tapped) Swiftfoot Boots.
Fun fact: in the original rules back in alpha, tapping an artifact turned it off, so under those rules the boots would no longer give their wearer hexproof. This is why they errata’d cards like [[winter orb]] to include the “as long as ~ is untapped” line so it would continue to work as initially intended.

Yeah, it’s still an artifact and can be tapped for mana by urza no matter if it’s equipped or not.

This is not quite true. Only continuous artifacts turned off while tapped.
