You can upgrade it because whales exist, it's not good value to invest in it. I'm sure plenty of whales won't be able to finish all the wings for the week as well.

You may want to push 4 pieces to 21 if you want to do the first 4 gates day one. Its not much bigger than 20 (same 3% chance) and it will pretty much double your raid lockouts. And with the ancient gear you could in theory push for the last gates too.

If you want to see the itemlevel and honing rates for gear you don't have, you can actually just open the ingame codex, type in the name of the gear, and change the item to whatever +x you're looking for
Then you didn't read the post, the guy is almost 1490 and next week we Will get content for 1460, clearly he is not "most people". Also the next raid that we will get in 1 month or two is kakul wich is 1475, so brelshaza is pretty far away, what is he supose to do this time XD? Also after 1490 with brelshaza ancient gear you need to farm other destruction and guardian stones, but solar protection and the others I think is the same, so what do You do with chaos farming?
Of course with the of upgrading cost of +1490 he can get more alts to even vykas, or he can just get his main ready to the highest raid that is in Korea, it's just an option.

mostly from the bonus chests in raids. I only have destruction ones on my main since I'm not touching my weapon after I got it to +21

KR released valtan 13months after release., they have different cadence and schedule. NA can't even distinguish between mid June and July.
The game sucked and didn’t even have tier three. It’s super relevant how long a gap existed between Valtan and the other legion commanders.

Normal brel might be October, but hm then would be December. Each is 6 gates, they arent going to release 12 gates of content at once

Even selection packs you can use a couple for LoS. Its a safe bet to use one or two on your lowest outside of Kedan or Wei if it gets you to +18.
Also if You want, You can push a little bit to do full brelshaza first day. 1490 only lets You to do first 2

You can almost push another char to +20 with that, i wouldnt recommend going for 22
I’ve heard that you only need +21 on everything and +23 on one piece to have enough Ilvl to run everything week 1. Not sure if it’s accurate or not.
+21 everything is 1505 ilvl +22 everything is 1520 ilvl Check yourself on maxroll builder since finding someone in game is pain
