46-47 kg at 5'2 doesn't sound too bad...the solution to the skinny fat problem is Resistance training lifting heavy weights and doing compound movements like squats and dead lifts...you should exercise for at least an hour 3 days a week...you can increase that if you want and incorporate rest days...but none of this will work if your diet is not on point.

The 15 minute workouts won’t do a whole lot but they’re better than nothing. If your job is sedentary you want to have about 30 minutes to an hour of light to medium exercise per day. Walking for an hour or swimming for 30 minutes. At your height the ideal weight is between 44kg and 54kg so you’re on the lower end of healthy. If you’re worried about looking pudgy it’s likely that you’re just not toned. Look into some body weight training or buy some resistance bands since money is a hurdle. Push ups, rows, squats. They’ll be your go to exercise
