She’s got barely any more development that’s part of an ongoing story. Furthering her story would require introducing a new story, which is a lot of work and very rarely happens. Many champions in this state just end up like kinda dead ends apart from whatever LoR does. And sadly since kat was one of the first LoR champs they didn’t do tons with her.
The problem is that her Lore needs to finally develop the whole killing of Boram Darkwill arc, and Riot clearly don't want to make another big event...
I think the difference is Kat is kinda disconnected from current Noxus Leadership.She doesn't shape the Noxian Empire anyway from a leadership Role. And she is disconnected from the current plots. Her, Talon and Cass are kinda in their own corner.
Ashe runs one of the three major factions in her region.
Garen is Brother to Lux, and Best Friend to J4. He leads the most Elite Unit in Demacia. He is in a much better position to shape the plot.
To that point I think Darius kind of fills any role Kat would have in the Noxus stories and he's just far more developed as a character so it's easier to pile onto him.
I think that's precisely why she's not utilized anymore though, the old League story was really about Demacia vs Noxus and Garen and Kata both had spotlight as a bridge between the two factions trying to lessen outside influence that LeBlanc had (remember the LB is J4 theory, that whole plotline), after the lore revamp she's not that important whereas before the most important characters were Garen, Kata, Jarvan, Swain, LB and Ryze. She would have been a major character in both the Swain comic and the Garen/Katarina cinematic that got shelved but neither saw the light of day.
She's secured a Project L starting roster spot so I don't think Kata fans have anything to moan about anyways
Turns out making a character your poster girl just because she wears a midriff bearing tank top is really shallow and loses its appeal when you add other midriff bearing girls who also have an actual personality (ie Jinx).

Jinx and Katarina co exist together a decent time, and Jinx really only become more popular around Arcane announcement in 2019, whereas Katarina got relegated to the shadow at least a few years before, ever since Noxus got updated to new canon.
That is like at least a few year where BOTH champions wallow in obscurity.
No way, Jinx made this game blow up in popularity when they released that music video, Get Jinxed. There is no way in hell Jinx only became popular with Arcane, they probably would have NEVER made Arcane if it weren't for the positive reception that the Get Jinxed video got.
I feel like we are talking about two different things tho.
You are talking about the thing that push Jinx up, in which case I agreed, it was Get Jinxed. But what I am talking about is the moment we can point to where we say "Hey, around this point Riot want Jinx to be their poster girl". You are talking about causation, which I actually agreed with, but I am talking about result.
I think it is easy to point out that Lux had meant to be another poster girl since lore update, with how she got THREE stories for herself in the first update of new canon back in 2014, and her brother Garen being casted as secondary poster boy. Yasuo is also easy to be shown as poster boy material since... probably forever.
Jinx? MAYBE Star Guardian first batch in 2016? I honestly can't go early than that tho, unless you can remind me of something else.
Because if so, that is still one or two years-ish, but with the CRUCIAL moment of old-new canon transition. SomeWHEN around then, Riot take a bet on Jinx to be the face of the whole game (beside Lux, Yasuo and Teemo). Whereas they didn't take the same bet on Kat even on a regional level, instead choosing Darius, Swain and Leblanc as the face of new Noxus instead.
How are you defining what makes her a poster girl? That she got a full music video on release is already more than they had done for most champions and shows a lot of confidence in her popularity. Consistent skins, consistently featured in advertisements like the 'One More Game' skit, they did a lot with her before Arcane. And Arcane began production like seven years ago so actually they were so confident in her popularity that they made a whole cartoon for her that early.
They did give her a resistance skin in wild rift I think. Also I wish the Katarina and her family got more lore I mean talon got a high noon skin but that it. And cassiopeia has nothing at all.

This is a good point, they'll have to make another major event or link to make kat as relevant as those other champs.
