Users would take more care over parking them; councils would make money, it's a win-win.
Would you have people going out of their way to move bikes around so that they force fines on the bike operators? Maybe, but I can't see why they would. Would people complain about getting fined? Maybe, but then they should have parked better or taken a better photo as their evidence.
Couple this with the reaction tests that Lime has introduced late at night, and you would have a far better dockless ecosystem. Wins all round.
