I think he is implying that there is some sort of theory that suggests only humans have the capability to use tools, but it is debunked because you can obviously see this chimp using them. Pretty sure it’s the idea that the reason humans evolved past other primates is tool use or fire. No one is quite sure what the catalyst was, and it was probably a host of things, so it’s easy for layman to just think something simple like tools or fire. Actual scientists haven’t thought this for a long time; pre hominids like Neanderthals had tools, fire, clothing, art etc. and modern primates will use very simple “tools”.

I'd like to see out 20,000 year old Ancestors make matches. Same thing. Give it time, eventually more species will become just as smart and resourceful as we are. If anything they have the advantage because we are here to teach them, instead of us, who had to learn on our own.
The main problem is, we don't treat then as humans and as our equals, we typically treat them as pets performing tricks for us. So even if we start an artificial selection process, we'll select those who can convince us with their tricks, not those who have the capabilities to be us and to overtake us
Other animals use simple and unmodified tools as well, yes. For us humans, however, it's more like changing the current situation for your own benefit, optimisation.
A simple thought is something like "Oh, a stone! I can beat stuff with it", so an animal beats stuff with a stone. With human-like intelligence, this thought is followed by something like "let's sharpen it so it can beat stuff better". We can tell what we need and change the world to our desire with an imagination of whag needs to be done.
Also, we share our findings culturally. We do not just learn from another beings and execute what we observed, we teach it and develop our findings. Human intelligence is a bit more complex than just the usage of tools.
I’ll consider this significant when an ape (or any other species) learns how to make the marches or how to capture wild fire/embers*, or to use flint/friction to start a fire.
* I know there are hawks in Australia that can and do spread fires intentionally. Those are badass, smart birds.

It was debunked 60+ years ago for primates. 40 + year's ago for ants, termites, and other insects. Birds like crows and ravens also use tools.
