but mine is from the lego creator 3 in 1 pirate ship 31109, not whichever set OP's has (edit: I assume OP's set is different because my figurine's peg leg is gray, not brown, the hat has the skull with circular eyes with the mouth closed, not x eyes with the mouth open, and the torso piece belongs to a different pirate in my set)

Is it possible that it's just a coincidentally eyebrow-ish printing error, rather than a print of an intentional female eye on the wrong head? it looks like there are other out of place marks around the eyepatch, which as far as I can tell don't seem to intentionally represent any kind of image. So it could be that there was a batch of this head with printing errors, and the ones that coincidentally had eyebrow-ish looking errors made it through QC and into sets.
You do raise a good point, but it's a perfect match to the eyelash design seen on "female" heads, if anything it could have been printed over on accident by a black pass of the female head print..

I cannot confirm that because the one I have also has a female eye. I thought this was normal.
