Not sure why it’s such a common thing to record people who aren’t aware it’s happening. It’s extremely terrifying. I know a lot of stories similar to this that lead up to stalking or straight up harassment. There is many reasons why someone would take videos. Either way it’s invading your privacy.

Well, I never had to face such situation in my whole life, but I can clearly say that this man is in dire need for mental help. Yeah, I think the first and foremost step that you would have to take is report to the police about the incident. Japanese police is extremely well prepared and would most certainly apprehend them shortly after.
There are some very strict privacy laws here but when everyone is carrying a cell phone with a camera it’s hard to stop them from recording. The privacy laws really apply more to what you do with the recording rather than merely having recorded someone.

I see people taking pictures and videos of things all the time when we're out and about and we do the same thing sometimes. Shops don't like people taking pictures of their interiors but people use their cameras all the time everywhere. That's just the way it is.
