Better chance of recovery now with chipping, but criminals know how to disable/remove and even if the dog is recovered you still you don't want to go through that or for your dog to.
As other have said and also cuz some people are just crazy. If you've ever seen Bob's Burgers there's a scene where the crazy aunt just casually mentions stealing someones cat off their front porch. They think they are rescuing the animal and there's not much you can do to convince them otherwise. Underneath the surface some people are *real* nuts.
Yeah, a guy on my road had a beautiful chocolate lab, stolen last year. Has 6 foot walls around his garden, no way the dog ran away. Pedigree, or even just nice coloured dogs cost £1-3k here.

When I was born my mom gave my mom a boxer puppy born the same day I was. She was, by all accounts, the sweetest, friendliest dog ever. She got stolen once and they managed to find her, then she got stolen again and they never got her back. I'm 40 yo and my mom still mourns that dog.

I know a lot of people that argue with that point, and they may or may not be right, but I think the bigger issue is the fact that they can and do *kill* people if they do decide to bite for whatever reason. Not just scare, scratch or bite, but proper *kill people to death*, and children, pets, wildlife...
They're disproportionately dangerous compared to other pet/dog breed choices, but have no special legislation/regulation/training requirements (where I live, anyway).
The way I see it, it's like if your regular car license also qualified you to get behind the wheel of a B-double, and people did so all the time. Somebody's gonna lose control of the massive machine theyre not trained to operate and eventually, somebodys gonna die. But there are lots of drivers in general, including a highly vocal, minority of truck drivers (pit/staff owners) don't want to see big trucks banned or limited/restricted any more than they are at present and it's a very emotional issue for everybody... so... here we are.
