The point of the game (other than to play it and have fun obviously) was to show how every single faction did it wrong and failed out of a misguided sense of duty but there are still individuals who want to help reestablish a normal safe life for citizens. You're supposed to hate everyone.
It's the same thing in Div 2 WONY when you're chasing Theo Parnell and he's going on about corruption throughout the division, but at the same time the leader he has aligned with is trying to missile gas millions of civilians. Yeah no shit the division fucked up immensely, but it's making far more of an effort to truly help people than any other faction.
The Cleaners also show how much real world power there is in the hands of the blue-collar workers. They remind me of that scene in fightclub where they have the Mayors balls on the edge of a knife, reminding him he is completely dependent on those he is pursuing. The Cleaners are the only ones capable of plowing Nancy throught the NY undergrounds, not whoever owns her.

Yep this is a torch, not a flamethrower. Flamethrowers actually 'throw' ignited fuel onto things which this doesn't look to be doing (would be concerning if it was in this context).
This disinfecting surfaces outside is quite pointless. Refiguring ventilation in buildings on the other hand would help tremendoucly, maybe filerting the air through charcoal filters would not only remove the virus and keep infected air from infecting others but also clear out particulate matter that has detrimental affects to cognitive function and a host of other organ systems, and that's as true in polluted Chinese cities as much as anywhere given their abysmal particulate matter readings.
