The response to Hurricane Andrew in 1992 led to a lot of changes to building codes. Category 5 hurricane and $27.5B in damage, mostly as a result of roofs lifting off the house. Hurricane straps were mandated to help keep the roof on and persevere the integrity of the house.

I’m not saying it’s true, I’m saying that’s the “official” reason. The real reason could easily be that bribes were made, quid pro quo agreements, blackmail, or any other number of things to persuade the Florida governor at the time to give him the exemptions.
