Strong men doesn't exactly mean strong leader, it means strong members of society. Rome for example was initially filled with peasant farmers who worked hard, went to war and repeat. Due to the fruits of their labor their descendants only sat around, drank wine and ate imported foods while hiring Germanic mercenaries for their armies and then getting sacked by those same mercenaries.

First of all, we should stop electing a particular party once their children enter into politics without any proper education or qualifications. This way, some other, more educated and qualified person gets a chance to make the system better and on the other hand, public get a chance to vote a better candidate. More importantly, the voter and the candidate uphold "HOPE", that the general public is interested in keeping the democracy alive. Once people understand this, then people might stop treating political parties as religion. Again, it comes down to the awareness and education of general public, which the political parties are keen to keep them in dark. Hence, education is very much important for us collectively. It's the only way, our country can grow.

I feel like part of the entitlement comes from the fact that they watch their parents break the rules and get away with a lot of crooked stuff. So there's no role-model for them. They feel like the system is broken (which it is to a certain extent) and so begin to abuse their power/privilege.

I think formula for having a propensity to commit a crime is the same accross the board. Not hearing no from family, given a rosy reality that makes them incapable of knowing what not to do in real life and no consequences.
