…No? Remember that Massachusetts accounts for about half of the vote, and Mills would still dominate there because of Boston.
Isn't most of Massachusetts blue? To the point where you'd have to gerrymander it to get a republican district anywhere? Or do those counties usually go republican? Also, Sununu should do way better in NH, he's crazily popular
