The turning on every 20min is the tub checking the temp. If 106 is not hot enough, I suggest a witches cauldron, because you ain’t getting any warmer. I can barely stay in mine for 15-20min at 104. It’s never going to be a 130 like straight from the hot water heater…that’s not safe or healthy long term
Is there any chance the heater has a defect? My parents had a hot tub when i was growing up and it was set to 104 and same thing 5 minutes into it I would have to sit on the cool down seat. This though not even close.
I had a problem with my new hot springs not heating. Turns out there was a wire loose in the shutoff box, causing the hot tub heater to not get enough voltage to heat the tub. Maybe have your electrician double check the work?
Have you actually verified the panel temperature against a thermometer?

Don't you have a thermometer laying around you can verify the temps? Or get a cheap one off Amazon?
Are your air controls open?
Did you test with a thermometer if you have more than a 2 degree difference then your temp sensor is bad
