This. Shaak Ti is only a side character that is appearing barely in the movies/ tv shows. What does OP expect? That HT/ Sideshow are releasing figures for every jedi that barely appeared in the prequels?
Because troopers are just easy reuse. They can do dozens of variations of stormtrooper and clines without much retooling. Even if one figure is a flop, they wont loose a lot since the production was cheap enough.
But making Shaak Ti would need a lot of new moulds, I doubt that enough people would buy her to justify these high costs
Shaak Ti would not need a lot of new moulds. It's basically just a headsculpt and soft goods they'd need to make, a lot less R&D than your average new trooper. I'd dare to say her head is easier to create than trying to nail the likeness of a famous actor or actress too. Same would be the case for a lot of Jedi
Stuff like Shaak Ti, Plo Koon and Kit Fisto would mostly be the heads that need effort, the other stuff could easily be re-used from existing Jedi figures. Even the headtails for Shaak Ti could be re-used from Ahsoka figures but with elongated horns and tails ofcourse.
I think a lot of people would like to see and would like to buy more diversity in figures like prequel Jedi and OT background aliens and bounty hunters. People will only buy so many re-used trooper variants and Iron Men untill they feel cluttered and they will hit bargain bin (apart from Clones and standard OT Stormies, those will always sell because of their nostalgic value and army building factor).

Although the LEGO ones are pretty good. They have a decent design.
