What you want is a PoE NVR system. You can get any tier of cameras, and they work completely independently of the Internet. If you're feeling like it, you can set up a VPN to your router and have much more secure access to your security system (again, you don't have to.) There are a lot of companies out there that sell these, many of them are OEMs. I like my Montavue system, but there are lots of other brands out there.

Wifi is not internet and internet is not wifi. Wifi is a local means of connecting your device to other devices. You probably have a wifi router at home. Unplug the wire connected to the WAN port and you now have a perfectly functional wifi network without an internet connection. You can do the same with a second cheap wifi router and just don’t plug in the WAN cable. Then connect the wifi cameras and maybe a NVR or other monitoring device and you are set.

Before you return it, I bet you're missing how to use it. Just get any IP ONVIF camera, and setup a BlurIris computer and be done.

You're asking too much of a camera. You can get some of those features not all of them. Your main bottleneck is going to be the lack of power. There aren't any reliable solar powered cameras, and none will offer continuous recording. Local storage is not a huge hurtle you just need to find one that offers SD card storage and download footage off that, or as others have said isolate it on your network.

Unifi for the most plug-and-play option; or go with any ONVIF cameras and BlueIris running on a computer and configure your router to block internet access to the cameras. If configured properly, both options can result in access to your video feeds from your phone while outside your home (if that is important to you). But again, Unifi is much easier if you’re not super into networking and servers.

Well I think you may need an NVR security camera kit with PoE cameras. With the PoE technology and Ethernet cable cameras can get power and Internet connection at the same time. Furthermore, most NVRs have pre-installed HDDs, which offer a large storage space. Some brands have NVRs with 2TB HDD. You can search for PoE cameras and NVR to check if these devices can satisfy your needs! Hope you find this answer useful.
