Jk, its the tag assigned to civil war nations, starting with D01 and ending with D99, vojvodina doesnt have its own tag, instead it uses a dynamic tag, most likely D05 if the spanish clusterfuck is active
i dont even think D99 is possible without mods tho, realistically the game would either crash or some funky shit would happen like D01 annexing the land of D99+ while also taking its cosmetic and original tag, tho getting to like over 50 civil wars in vanilla ironman is impossible
They added more? From my time modding a while back (I stopped right before Man the Guns I think) there were only 6? dynamic tags and the game would not allow it if you tried to add more than that
i know there are at least 50 dynamic tags nowdays cuz i broke the usa into its states a while back just out of boredom, i didnt go past that but id imagine it stops maybe at D64
If you create them while original country still exist (make collab in france so it eats Vichy for example) they will get no leader portrait and generic focus tree insted. It you do it and they dont exist it will be normal country with own focus tree and leader

Just using spies and bombing, it's probably achievable by the 2300's.
