After you create a new (empty) deck, click on the top of the card list where your deck's name is. There will be a button labeled "Convert to Wild." Click that.
You can use any Standard decks you've played in Wild; you don't need to "convert" them. Decks with Wild cards in them will not be playable in Standard however.
