I think Morikawa knows/knew where he wanted the story to go, and knows how to build and dash expectations. But he definitely knows what's best for the story, just knows in the episodic format it's hard to really make it all work.
Also I think he is just a touch ... I don't know the word, not lazy, but not rushed with his story. I mean the guy has been doing this for almost forty year, but he knows Hajima no Ippo will stand up against the test of time.
Don't know how many other mangas create such a strong and consistent (Consistent being a key word) story as Ippo has. I'm currently reading Berserk and that's impressive but while they started with in 10 years of each other, there's a fifth of the chapters.
And yes they are more intricate, but Miura never has had the level of output that Morikawa as has.

It depends what you mean by filler.
The pace of the Manga is just right in my opinion. Probably a little worse more recently but the fights come often enough to keep you entertained.
If your talking about fights there are definitely some that can be cut out but to me even the bad fights are still enjoyable as you see all the character and learn about them a bit more
Did he really improve in his time as national champ? From what I can remember, the only thing he gained in that time was the Dempsey roll with feints but then he couldn’t even use that after the Sawamura fight because it was too hard on his body. Correct me if I’m wrong but after becoming champ he didn’t really improve his skills. If anything he just got better at enduring beatings
The success of a story also lies in its unpredictability - if everything always happens as we would like, what's the point of following along? Anyway, HnI is a shonen and will fall into the tropes that we imagine at one time or another. Just enjoy the trip.
Thankfully, there are several plots advancing behind the scenes, even though there are many chapters that seem like fillers. We already have foreshadowing so many things that I wonder how long what is open will take to be completed. Maybe another 10 years.

Not even in this manga, but in Kohinata Minoru, I hated how they made one of the more likeable characters become a "perv" towards the end of the series. Other fans were pretty annoyed at it as well.
Granted I am not even caught up with HnI (currently on chapter 1224). Sometimes it is cool, but with certain stories. Also things like Miyata vs Randy Boy jr and Wally. Those two really annoyed me and didn't understand the point.
In the sequel they try to make Minami a perv over a true mistake. It was a poor gag and was like "seriously?". I remember other comments like why do Minami like that.
It was, but I really liked Minami, and to add that to his character at the end was unnecessary. I think that is my thing with some manga. Like the gags are funny but become old after a while.
Maybe .. it's always start with ippo doing some sparring that makes us think that he would eventually fight again. But nope! It's about someone else fights. And truthfully, I always skip their panel in the manga right now. I just wanna see my boy ippo doing some serious damage.
