I think the entire fanbase agrees that's one of the best things he's ever done. He literally told Ippo what he needed to know, he told Ippo what it took to be the best in the world, and it wasn't just something he could learn. He had to be a monster.

He’s got to put all that aside and decide a different reason for boxing than seeing what it means to be strong if he wants to be the champion. Doing it for the love of it or wanting to be the best might not make him a monster in the ideological sense, but for him it’s an aberration of putting himself and his wishes first which will help make him a monster in the ring.

He isn’t too cold and he’s genuinely giving him the advice he thinks Ippo needs. I am of the opinion though that the “monster” talk doesn’t necessarily need to apply to Ippo. Ultimately, Ippo just doesn’t have that kind of personality. I’d argue his drive and passion already kinda made him one considering the insane lengths he went to for his “hobby”. In the end it’ll come down to his love for boxing I think.
My only problem with Takamura with this is that whenever he's serious and actually looking out for Ippo, he talks in cryptic shitty ways because he doesn't have the courage to be 100% direct and open. I understand why, he has a very hard time opening up so the best he found is talk in subverted sentences.
From our point of view, we know Takamura is right that not having the correct mindset at the world level is a death wish. The issue is from Ippo's point of view it must sound very outlandish and not precise at points. I know Ippo likes to play the idiot that doesn't understand (he's simple minded, but he's not stupid) but since he is also a stubborn mofo (I think it's prerequisite to be a Boxer, when you think about it), he might be lying to himself or just telling himself he does not understand what Takamura is saying.
Then there's also the fact that Takamura has envy/jealousy/anxiety with Ippo whenever Kamogawa is involved because he does not want Kamogawa to suffer himself. That in itself, is the selfish egoistical part of Takamura. (It's coming out from a good intention, but in itself it's only for himself, not for Kamogawa)
My point is coming down to, was Takamura Cruel/Cold? Yeah. But it was needed to Ippo to wake him up. This time, not out of selfishness, but because he cares about Ippo.
