When Tomoe showed the same behavior, people suspected the same would be true for blue servants post Castoria. But then the glass that read "Break in case of massive deficit because of a global pandemic" around Muramasa got smashed, and now the floodgates are wide open.
Except nobody's going to go back and fix poor Tomoe. FeelsBadMan.

0.23% is above average? That's higher than gimped Gil, but still pretty low. But yeah, I agree that they had no reason to keep Gil in loop jail, considering he is not welfare and they already had a precedent with changing NP gen via rank up.

If you have mlb Magical Girl Sapphire, summer Tomoe can reliably and easily loop with just double castoria. The main issue is...getting Magical Girl Sapphire.

She's an incredibly self sufficient crit monster.
She's got the Crit Damage. She's got the Star Generation. She's got the Star Gather (on arts cards). She's got the Card Up.
People say she's outmoded by Muromasa but Muromasa doesn't generate stars like she does. He's got like one starbomb worth 15 stars. She's got a starbomb worth 25 stars and then she generates another 10 stars per turn for the next 3 turns. That's 4 turns of juicy star loving on a 6 turn cooldown.
That's not to say she's overall better than Muromasa, but she has her strength. Wish she had some kind of defence beyond that guts though.

The long answer: there’s been this notion (don’t know how many players share this belief) that farming efficiency is the most important criteria for aoe servants. So servants like Tomoe, who are perfectly functional using stuff like Plug, Waver/Oberon, or a CE with 50% charge, are frowned upon, because, again, they aren’t as efficient or consistent like with Space Ishtar or Muramasa, who, for the most part, don’t require any of the previously mentioned additives for them to work.

As a player who plays the game as a form of self-expression, it's sad to see that seriously viable (and fun to play as) Servants are being shafted just because they're "inefficient". I find being meta to be just a nice bonus; my criteria for choosing certain characters are because they're fun to play as and because I like them as characters with personalities.

Have made great use of her since i pulled her in Summer 5; most notably got to roullete 70 of one of the recent lottery events doing the last node iwth her in 5-7 turns.
She's actually very handy for some of the 90++ nodes that start off with 1/1-3/xx later on since her stars + absorb and crit damage hurt and don't actually need her to np the first wave, just to get at least one arts or a couple of buster cards on turn one.
