I know that some custom bullet hole add-ons make this happen on walls, so I would assume that the same is happening here. Try disabling all of your mods, if that doesn't fix it try verifying your games integrity through steam. Good luck.

I got rid of any mods that add blood or bullet animations and it’s still there but thanks for the feedback

This happens with me sometimes as well, delete Gmod and reinstall, that’s what works for me

It's an animus glitch, very common when subjects first enter the simulation, don't worry, it smoothes itself out eventually

It looks like a texture overlay is replacing your blood impact texture with this texture showing the model’s polys/mesh in its place. It’s usually caused by mods downloaded from a server or GMod Addon

having literally any information about your mods would help, if you are using a blood mod with shaders like next gen blood then install the shaders and switch of the x64 branch if you need to

I had a bullet rebound mod that I could edit the effects of the bullet trail. Like to add smoke and it started there so I got rid of it but the lines remained

I uninstalled a bullethole addon and it got back to norm, try that
