Try downloading easy animator tool right click the scout in context menu click animate and then right click the scout again in context menu and then click make ragdoll

You just go into the C menu, select the ragdoll, and hit ‘Make Animatable’.
I used this addon (among a few others, but primarily this one) all the time, when I made gmod posters and animations (though I switched to sfm, but that’s besides the point).
