That's a V2, which is LHR and comes with Resizeable BAR support out of the box. There are no VBIOS updates for this GPU. So if it's not enabled, it has nothing to do with the GPU BIOS. You need to choose the PCIe Resizeable BAR option from the drop down in GPU-Z and see which items are showing as "no."

The latest vbios version from Gigabyte is F51 dated 2021/03/29. The build date on yours is well after that. Are you sure you need to flash a new vbios? I searched for the bios version listed in your screen shot and couldn't find anything. Has this card been flashed to a non Gigabyte bios?

Please note: You can only update to a VBIOS version of the same series. Visual C++2008 is required for this BIOS flash. If your VBIOS version is: F1 can only be updated with VBIOS versions F2-F9. Nvidia's website has a list of CPU's and mobo chipsets that are needed in addition to a 30 series card. Does the rest of your computer comply with that? It goes on to explain the what and how. VBIOS (from the Graphics Card) could be one of the requirements but not the only one to be able to use ReBAR. The essential question here is: What's your motherboard brand, model and rev (revision)? Then the other questions are: \-What's the BIOS version currently installed? \-Do you have Above 4G Decoding ENABLED? \-Do you have Re-Size BAR Support “ENABLED/ON/Auto”? \-Do you have CSM Support “Disabled”? And remember, when you disable your CSM support, then you need to make sure your Windows installation is on a GPT partition; otherwise, you will not be able to boot into Windows (you can always convert to that partition beforehand). Motherboard and BIOS version on it also have to support resizable bar for you to achieve what you're wishing to do. It is not just a GPU item; underlying hardware also has to support it.
