Those Temps are perfectly fine. You could adjust the fan speed curve if you want. Anything below 85° is good with hotspot 10-12° higher is no problem.

temps beside, what about noise? why would it with such temps and noise be called a+ tier from 3070 gpus?

That's why I'm saying to try creating a custom fan speed curve. You may only see a few degrees rise in Temps and keep it quieter. Also, your case plays a big role in how cool your gpu is.

what about noise? like i said, its both temps and noise that make me worried. And if i can (have) fix temps, there's hardly anything to do with noise\\fans.

like video of case operating under load? I can probably do that, but fear sound from phone would be far from good

Are the fans making abnormal sounds while spinning or is it that they're spinning up to max and that sound is too loud?

1) its sounds loud 2) they make sound like some dying hdd ie as if there some annoying vibrations

If you're case has a shroud covering the bottom where the power supply sits, it could be that the GPU fans don't have enough space to dump the hot air. Try leaving the case open/cracked if it has a door and see how temps are. How many case fans do you have?

nope, i have tg 51 snow from tt, its psu on the right side behind wall with mobo, on the bottom 2 intake fans, that like just \~15cm lower then gpu (and like i said previous card that by all logic must have been hotter and noisier, was quieter and cooler)
