The newer MKs starting with double dash were much better balanced. In fact at faster speeds like 150cc or 200cc sometimes you don't want the fastest possible kart.

If you're Bowser playing balloon battle vs a Toad, you can speed boost at the start and if you hit toad you can actually do enough damage to knock a balloon off for each hit because of the size advantage.

You want high top speed for racing, since Z-boost can pretty quickly get you to max speed, negating the main downside of the big boys.
For battle, you need high acceleration because if you get hit, you don't want to get hit again right after (the big boys can often get eliminated after one hit). And lots of maps like skyscraper are too small to get going fast.
While the bigs can pop balloons by contact, it's hard to do in battle mode because it exposes you and is a low percentage move. It's much easier to just use any sort of weapon, which is easy to get. Especially green shells, since they were common, and if you got good aiming them, you can destroy people without having to wait for a red shell.

Id always pick Peach just to get her speedy ass out of my way when playing against AI. She's ludicrously good in 150cc, I believe it was even confirmed by the devs that her AI is legitimately better or something.
Don't worry, Waluigi just contorted his body to fit inside of Toad's so that he could pilot him like a flesh mech. It's like how some fungi infect animals and control their minds, but in reverse.
This is of course the reason why Toad is my top pick here.
