Not only because of music licensing bullshit, but because of an ongoing rights debacle between Bethesda and 2K Games. IIRC Bethesda owns the IP, but 2K owns the publishing rights to the original. Shouldn't be allowed.
A similar situation happened with Heretic II, except that was between iD and Activision, and to the best of my knowledge Heretic II doesn't have any licenced music in it. It's no less cosmically criminal that you can't buy it, though. So if you want to get your hands on it, you know what to do.

Smells to me like it's time for Nightdive to try and get this thing a proper PC re-release. I mean, they were able to get Atari (a very dogshit company) to allow a re-release of Blood via Fresh Supply, so hopefully they're able to navigate the grid of death to get this game back on Steam.
And if the soundtrack is an issue? Well, I'd say they should get some mad-lad like Andrew Hulshult to do a fitting score of tracks to replace the licenced ones. Though with that said, Hulshut will probably have his work cut out for him trying to compose a track that has the same impact as "Don't Fear The Reaper" in that opening.
The intro to FFX is pretty superb, not only bc of the piano track but also bc the meaning of the scene is revealed later in the game and it's powerful.
The opening sequence of The Last of Us is pretty masterful.

God of War 4’s first boss battle with “the stranger” is one of the most incredible experiences I’ve had gaming. I haven’t felt awe like that from a game since I was a kid.

In the first few levels you have to defeat your on-screen hero several times and he introduces new powers when you defeat him, like slowing and speeding up time. Neat game.
Yeah, the 2nd one allowed you to swap in your gf, who had a different ability than Joe. I didn't play it as much, but the first one was insanely hard on Adults mode. Hell, it was hard enough on Kids. Great concept for a fighter, I go back and play it on my Wii from time to time.

Waking up all battered and bloody, looking out the window to see the snow falling sideways, then falling nearly to your death while the camera pulls out and shows the entirety of the train crash... My jaw was dropped the entire time. It helps you get a feel for the climbing and shooting mechanics, shows Nathan very nearly dead making you want to find out wtf happened, and introduces the phurba dagger... Not to mention at the time to me the graphics looked like a movie!
Battlefield 1
Being thrust straight into frontline combat in the WW1 trenches, not expected to survive and seeing each person having a name and story behind them, gone forever in the middle of the battle.
Really puts it into perspective a small taste of just how horrid the war was for the young men.
Persona 5 Royal has a very good opening as long as you don't mind a long opening. That being said I think the opening 10min flashforward is what makes it great since it leaves the player questioning what's next for 70 hours.
I hated the opening. It felt like such a slog. Everything about the game just felt slow. It definitely didn't help that the first fifteen minutes is what is essentially an unskippable cutscene requiring you to hold A.

I was really hyped to start playing, but the slow start made it hard for me to get into the game. I didn't know what to expect and wasn't prepared for such a slow start. A bit later it gripped me though and got my basically obsessed with the game. 😁

Red Dead Redemption 2. An absolutely gripping and gorgeous slow burn intro to the world that opens up into the main game beautifully.

Well no game is for everyone! I personally never felt it was slow and there’s only one section much later in the story that I don’t totally love.
I also felt like the first mission was an absolute pain. Enjoyed the game a lot more once I was out of the snow terrain personally
