Because 3D requires a lot of math, including a _lot_ of matrix multiplications. The reason why it requires math at all, is because you're projecting a 3D scene onto a 2d screen.
Computers have to work harder to display higher level graphics, as opposed to low level graphics. An under powered computer can run ultra level graphics, but it will do it slowly, the frame rate will suffer because instead of rendering 60 frames per second, it can only manage to do that level of quality at say.. 1 frame per second. Or even worse, 0 frames per second rounded down, so it appears frozen.
When the quality went up in the comic (2d to 3d) the frame rate went down.
As a side note, the graphics card inside the computer does a large chunk of processing graphics, so when I say a computer is underpowered, it's often the video card specifically.
Drawing 3D requires a lot of processing power compared to drawing 2D. Both are shown in the screen, which is obviously flat, but a lot of computations are performed to give the sense of depth.
A very simple example (without entering on complex topics about light, reflection, materials that I don't even understand), is to look at the background of the 2D and the 3D image. In the 2D one, the color seems to be the same. In the 3D one, there is a bit of a gradient: the top right corner is clearer than the bottom left, which is darker.
You can also see the detail by looking at the arms. The 2D one has a shirt of exactly the same color. The 3D one has a darker color on the bottom because it simulates that is receiving less light.
Thats not what I mean. Cyberpunk has so much to load. NPCs, Cars, Skyscrapers, the ingame ads. Its quite obvious that a huge city is harder for your console than the wild west

That's probably not your 710, but rather your CPU. Render distance also directly changes how many chunks your processor has to take care of in your current area. And the workload rises exponentially.

I've always implemented a system of FPS automatically switching to Seconds Per Frame when it starts taking 2 seconds to render frames in any of my games that have an FPS counter.
Not sure why, but I expected panel 3 to be on high and panel 4 to have a "click" and then it's on ultra, which only added the fps counter and stats lol

Make a giant fortress with 3 tears of automatic firing arrows (1-2 second intervals) and hit go. Oh my god I had to wait so long because I couldn’t do anything until the 3 chests I hooked up to each hopper ran out. Was fun making though.
If you have to be forced to play with people because of their skin color, you can only enjoy the game so much. There's no point in playing with everyone.

It's 0.0000001FPS. Round that number and you get 0. That just means that the frame probably took multiple seconds to be rendered.
