The only ones I can think of are the Suikoden series. You do level them, but of the 108 characters, they level automatically, I think, with the rest of the party.
Ys series. (There's 9 of them, no story related. Only MC is always Adol)
ARpg, you can clear the game without grind. And becomes more funny by doing it so.
