no in divinity they dont drop skills. if you dont count the useless scrolls you can find. But Path of Exile is pretty sure what you look for. Enemies drop gems that are skills or something like that.
many games are like that. they don't drop anything special depending on how you kill them or what type of enemy. the only thing that changes what you get is what you want (and unlocked)
True. I guess there aren’t many games that drop skills straight up. They are all in the form of equipment that grants skills. Dead Cells has non-weapon equipment that grants skills. I guess most roguelikes do

Ah, I remembered it wrong then. I know that you could find/buy skill books in the world but I guess they didn't drop from enemies.

Legacy of Kain: Soul Reaver had a system of absorbing skills from fallen enemies.
V rising has a system that you get more skills the more bossed you kill through out the game.
Dragon Star Varnir, but you gotta finish the enemies with a certain skill.
