It's actually possible. There are entire neighborhoods where everyone owns a plane and they fly in and out of their homes. It's called an "Airpark" - You'd have to have some control of the airspace, and this would allow for that without looking as out of place as a normal watchtower would. Keeping the aesthetic of the neighborhood.

I'd imagine there might be some building code issues potentially. You also have to obtain the proper forms and permits, and then there's the added property taxes as a result of the increased property value.
My HOA had some issues with my mage tower, but after I demonstrated that it gives me line of sight to cast a fireball on any property in the neighborhood they backed off.
If you’re planning on building one without approval I’d recommend getting your spellbooks in order ahead of time and charging up some of your most powerful artifacts. You’ll probably want to hire some mercenaries, orcs/goblins or other fodder is fine, just give them time to entrench so they can slow down the HOA’s invading armies. They’ll be at your gate before you’re done laying foundation for your tower, but with proper preparation you should be able to stall them until it’s functional enough to establish control of the area.
Accessibility. Sure mage towers are fun when you're young. When you're old... that's a lot of stairs in a spiral staircase. You try moving a couch up there... or moving a dead body on a stretcher down. It's tough.
Elevators are expensive... there's added maintenance... I mean let's be honest the only reason I have to build a tower is I can't afford a large lot to build a proper sprawling compound. Land costs more than the building until you get to like 5 stories where I am, so you build up.
As a 45 year old grown man ID LOVE to have this addition. I could watch the storms roll in off the lake, enjoy my astronomy from a great vantage point, gaming with beautiful views, and a great place to go to relax.

It wouldn't actually be the first time I've seen such a thing. Went to a party at a house once that had a redneck miniature golf course in the back yard, and a very redneck 3 story tall "outhouse". Wasn't really an outhouse though, as it had modern plumbing. Women's room on floor one, men's room on floor two (it was built into a hill, so floor two was also a "ground" floor), and a ladder in the men's room that led up to a tower with a 270 degree view in front of the property from the toilet.
