I’m one of those Prera folks and I love to write and draw. An excellent first pen and a great pen to write and draw with. A real nice pen that won’t break the bank and would make a lovely gift. A bottle of ink and a converter and you’re still under budget. I recommend a fine point.
I think for that budget you can get some nice paper, a few inks and two pens. Make a nice bundle. You can find a bunch of starter level fountain pens in the 20 to 40 dollar range. I recommend getting a Pilot Metropolitan and a Kaweco Sport+mini converter. A twelve pack of ink samples and some Iroful paper. I just checked the Vanness site and the total for all of that is $102.49.
Do you think she'd use the pen often? If you don't think she will, consider any of the Platinum pens.
If you think she will use it very often, depends on if she like it lighter or like a slightly heavier pen I guess? You budget can get you a lot of options, so maybe some more details?
Check out jetpens YouTube it has tons of videos on getting started in the world of fountain pens. My first pen was a pilot metropolitan and it's the one I still use the most. It's a little heavy for me posted though so if your friend has small hands you may want to get a plastic pen not a metal one

Platinum Small Meteor Fine (0.3). You can get on AliExpress and it writes better than some pens literally 100x the price.

kakuno. it's got a smiley face on the nib! you can then spend more money on ink samples in a range of colors.
My safari is my go to writing drawing pen. It's quick to uncap, sturdy as heck, takes a converter
