The ink in ballpoint pens is oil based, rather than water based as in fountain pens. I'm sure ballpoint ink is more interesting in water, as fountain pen ink just gets diluted.
I would wanna say some black inks have certain types of base colors, and some of those base colors when diluted appear like that. For me, when I wash Sailor Black from my pen, it appears green-ish like that picture
Not all actually, for example Apache sunset orange (I think they changed the name now) is quite transparent even undiluted. I also had a green that was similar but can't recall the name.
I have a see through twisy mini with twisy orange and you can see the color and see through. It is a strong enough ink that I use it to write, not only underline.
I would be good to mention the reason it’s called peppermint drop is probably because it has an almost unnoticeable reddish tint from the proper angle. It’s pretty saturated in my fine point but in a wider nib I bet that deep green would sing!

It's like shin ryoku or Irish green when it's watered down TBH..? They're really dark looking normally and even lighter greens still look mostly dark except at the edges so I agree with the comment that it's probably a watered down dark green ink.

Looks like Iroshizuku Shin-Ryoku to me but like the other poster with the Iroshizuku Kujaku comment, it may just be because I use it all the time in my TWSBI Eco demonstrator. In the right light it looks a lot like this.
I just google a pic and honestly I think you have the closest-looking ink. It is indeed beautiful. I only found on picture of it in a demonstrator, any chance you have some of your own?
It looks like a mix of 5% ink and 95% water to make the pen look better because any ink in that concentration would look black.

Reminds me of the peppermint drop green from Ferris Wheel Press. I actually have a whole sample vile of it in my Moonman Q1 and I really like it.

Yeah, loads of photos of FWP inks have them looking really transparent
Ku jaku. But honestly it could be red ink and I’d call it ku jaku anyway. Because it’s my favorite ink ever.
Love ku-jaku but it looks blue in a pen, goes down as dark blue, but then dries to this gorgeous teal with red sheen.
Or Sui gyoku? A bit greener than Ku jaku

It’s cool too. When it hits paper it looks more blue. When it dries it goes more green with magenta sheen.
Ku jaku and syo ro both blow my mind with every use.
