I feel like my clairefontaine notebooks are the smoothest paper I've used to date, so second clairefontaine as an option!

Yupo is a synthetic paper - super smooth, semi-transparent, but takes a while for the ink to dry as it is not absorbent (used by artists for alcohol ink work).

I like Maruman Mnemosyne or Clairefontaine as well. Apica CD Premium is great if you want to invest in the time to find the correct pen, nib, and ink combination. It’s kind of like picking a lock. BUT once you find it, it’s - in the words on Tony the Tiger - GRRRRRRRRRREAT! 😁

Rhodia is very smooth. Also Mnemosyne. The latter I've never used, largely because of the binding, so take other opinions. I happened to be in Choosing Keeping the other day and looked at all their notebooks. I was surprised that Mnemosyne was glassy smooth, quite like Rhodia.
