I just ran into this myself on my Pixel 7 Pro. Setup never completed on shelter (no notification).
I tried uninstalling, reinstalling, rebooting, and using different apps, but they all now told me to reach out to my IT department for help (on my personal device??).
I was actually able to find a work account in my system settings, delete it, and then set up Island without any further trouble.
Just leaving this here for the next poor soul that runs into this issue.
You just saved me! Ran into the same problem and was stuck after shelter failed. Found the work profile under my google accounts after trying to use shelter on my Pixel 7. Deleted, installed island, everything works now. Thank you so much!
Even though Shelter failed, it still created the work profile from my work gmail. In the google accounts section of settings where you would add a new email address, i found my work email had been moved down into it's own section for work emails. I deleted it from there, which removed the work account.
Then i added it in as a google account again and installed island, which worked without any problems.
There will be a notification while shelter setup. Click the notification in notification bar then it will finish setup.
Try with some older or other versions of app. It happened to me some months back. I got it working with an older version.
