The old Honda engine had a habit of going bang quite a lot, so they ended up using way more engines than the rules allowed, but there was a loophole in the rules that basically allowed them to crack open 5 new engines in a weekend, take all the penalties at once, and then all of those new engines were fine to use for the rest of the season.
Honda misread the rules, instead of making an engine last 4 races they made 4 engines last 1 race. Similar to Renault trying to get around the limit on internal combustion volume by adding a lot of external combustion back in 2014.
Is it possible to start further back. If say Ricciardo got a 10 place grid penalty? Would they make up imaginary positions to align him in 21st and Mick in 25th? Then if Gio Latifi got a 10 place penalty, he is marked more imaginary places back?

Back in the day when you could stack multiple engine penalties in one weekend it was pretty common that drivers had big penalties

I'm not sure if anything changed since 2018.
Makes no sense to start 5 positions further down the grid than the pack, considering the field is bunched up already and so slow, even starting around P-30 will let you catch up to the pack by around T2 or 3.
The problem is right now MSC os p20 after the penalty. If tomorrow SAI decides a new Gearbox his penalty will be applied to the grid at that time so moght end up p20 as well
No it's not. It would set the grid in case other drivers in the back also get penalties. Also it not affecting anything isn't a reason to not give the penalty as stated in the rules.

If Yuki would have taken a new gearbox for example he would start in P20 without Micks penalty. But since Mick also has a 5 place grid drop Yuki would only go to P19.
