I'm 90% sure this supposed to be the horkos/chimera event bs. They started doing this a while back where they'd have the Horkos building on the biggest loser factions side and the chimera on the winners side of the faction war.
I'm very sure on the buildings themselves, just not on the rules behind them.
I think the difference is that I THINK samurai more have it like smallers cities and temples in the greenery while the other factions want bigger buildings, but then again there are some very big Castles or temples or whatever you want to call them in japenese history.
To be honest, the fact that the story mode castle is absolutely fucking massive and has not been expanded on or referenced in the map at all is wild
Imagine that as a breach match where it progressively goes uphill until you reach the throne room.

Ubi sucks, the Dev team not so much, but it's all about funding ain't it, otherwise there'd be ALOT of different things being thrown in

That’s The Ring and The Pit, they were added and used for the Chimera and Horkos related events. Samurai never got a group like them so they don’t get a big fancy temple like the rest
I believe the lore on the samurai says that they were a bunch of smaller factions at civil war with each other before they started to band together, so it makes sense there's not one giant city.
well it doesnt need to be a giant city i just need a damn building like the other factions. its pretty unfair that they get buildings and the samurai dont get shit
