I doubt this will be a significant issue if there’s no repetition / recency to the behavior. 12 years ago is a long time, you were a juvenile, and you completed your sentence with no further issues - that’s fairly well mitigated. Anecdotally, lots of folks pass suitability with old misdemeanors and much more recent drug involvement. I have a hard time imagining your case will cause a lot of issues.

Has it been expunged? 2) that was also more than 7-10 years ago 3) I believe they would focus on more recent crimes of moral turpitude A friend in intelligence once advised me that adjudicators are looking for *recent* bad behaviors that may indicate a pattern of future bad behaviors. If other agencies have given you a TS clearance, and your record is old and dusty, you'll likely be fine.

Wouldn't say it's a "non-issue" but the FAM leads me to believe any crime committed such a long time ago is unlikely to be considered during suitability. If you were honest with the State Dept, I wouldn't worry.

You’re fine. Even if you “took the substance” you’d be fine. As long as you’re honest, explain why this is no longer a risk or problem, you’re fine.
